ABOUT VPA

Victoria Park Academy Shenzhen (VPA) is the first K9 bilingual school founded by Victoria (China) Education Group in Mainland China. Dr. Maggie Koong, Head of Academy of Victoria Shanghai Academy (VSA), will be the Chief Principal to lead VPA. The Victoria Educational Organisation (VEO) was founded in Hong Kong in 1965 and introduced to the Mainland in 1998 by Dr. Koong. The Victoria (China) Education Group was established. Victoria has been providing a high standard of education to children in the Mainland and Hong Kong for over 20 years. 


Victoria Park Academy is an IB Candidate School that integrates two independent yet complementary educational philosophies. It immerses Chinese educational traditions with inquiry-based learning. The Academy offers immersive bilingual education - one teacher, one language. All students will be taught by two class teachers, one specializing in Mandarin Chinese and the other in English. The unique curriculum system and the established campus culture aims to combine the educational strengths and urban characteristics of Shenzhen and Hong Kong to cultivate future learners who are caring, driven, daring, and persevering. We strive to serve our purpose of empowering the students with Chinese heritage and a global vision.


Victoria Park Academy is a Candidate School* for the International Baccalaureate (IB) Primary Years Programme / Middle Years Programme and pursuing authorization as an IB World School.


IB World Schools share a common philosophy — a commitment to improve the teaching and learning of a diverse and inclusive community of students by delivering challenging, high quality programmes of international education that share a powerful vision.


Only schools authorized by the IB Organization can offer any of its four academic programmes: the Primary Years Programme (PYP), the Middle Years Programme (MYP), the Diploma Programme, or the Career-related Programme (CP). Mission Statement from the IB

The International Baccalaureate aims to develop inquiring, knowledgeable and caring young people who help to create a better and more peaceful world through intercultural understanding and respect. To this end the organization works with schools, governments and international organizations to develop challenging programmes of international education and rigorous assessment. These programmes encourage students across the world to become active, compassionate and lifelong learners who understand that other people, with their differences, can also be right.

Management Team

Head of Academy Maggie Koong

Leading Victoria for more than 30 years, Dr. Koong is the Chief Principal of Victoria (China) Education Group, the founder and Head of Academy of both Victoria Shanghai Academy (VSA), and Victoria Park Academy (VPA), and the Chief Principal of Causeway Bay Victoria Kindergarten. She received her Master of Education from The University of Hong Kong and Doctor of Education (Bilingual Education) from Durham University, UK. She was elected as an Election Committee member of the Hong Kong Special Administrative Region in September 2021. She is also an executive director of the Chinese Society of Education. She served as a board member of the Chinese University of Hong Kong (2015-2021) and Chairman of the World Organization for Early Childhood Education (OMEP) (2014-2017). Dr. Koong was awarded the Bronze Bauhinia Star (BBS) and appointed Non- official Justice of Peace (JP) by the HKSAR government.

Honorary Principal Xiaofeng Yuan

Ms. Yuan is an award-winning educator and author. She has previously served as a curriculum writer for Chinese language textbooks at the People’s Education Press, an instructor at national-level core teacher training programmes, and the Chairman of the Judges’ Panel for the CCTV Youth Reading Club. She served as a guest professor at the Guangdong Provincial Principal Training Base, an Executive Council Member of the Curriculum and Teaching Committee at the Guangdong Educational Society, and a principal for both public and international schools.

Foreign Principal David Michael Krupski

Mr. David Krupski was inspired by his family at a young age leading him to pursue his studies in Education at university. While teaching as a social studies teacher, he continued to study further and earned a Master’s Degree in Juris Doctor and later a Master’s Degree in Education and Leadership. After teaching in America for 15 years, he worked in Germany and China in leadership roles in various bilingual schools. David is dedicated to bringing his passion for teaching, learning, and supporting colleagues to ensure all students’ needs are met.

Deputy Principal Connie Li

Dr. Li graduated from the University of Hong Kong with a Doctoral Degree in Education. She is an experienced educator with teaching qualifications certified in the United States and the United Kingdom. She has an advanced certificate in International Baccalaureate (IB) teaching and research. Before joining VPA, she taught in mainland China and overseas, and has worked at VSA for over seven years. Beyond teaching and administration, she also serves as an IB Middle Years Programme (MYP) examiner. She possesses extensive practical experience in the IB curriculum and in pedagogical research. She has conducted numerous workshops in Hong Kong, mainland China, and Taiwan. As a research-oriented educator and administrator, Dr. Li is passionate about bringing her expertise in concepts such as integrated models and holistic development in the international curriculum to VPA.

Ms. YUAN XIAOFENG is also an academical expert of Chinese teaching.  She used to be the editor of Chinese textbooks of People's Education Publishing House, Teacher of the national backbone teacher training class, Chairman of the judging committee of the CCTV Children's Reading Club,  the visiting professor of the Guangdong Principals Training Base.  She served as the executive director of the Curriculum and Teaching Theory Professional Committee of the Guangdong Provincial Education Society.  She also has rich experience as both Principal of Public School and Principal of International School.

Foreign Principal David Michael Krupski

Mr. David Krupski was born and raised in the United States. Having younger siblings, David took on the role of teacher at a young age and continued that path into adulthood as he became a social studies teacher after university studies. While teaching, he continued his education by earning a Juris Doctor in Law and a Master's Degree in Education and Leadership. After successfully teaching in the United States for 15 years, he moved to Germany and then to China for School Leadership roles in Bilingual Schools. In joining VPA, David is excited to bring his passion for teaching and learning, collaboration, and supporting colleagues to ensure we are meeting the needs of all students at VPA.
